Blog 3_Function & Form 1 - Non Plan (Lim Wen Jen)

In 1969, Cedric Price Wrote an article discussing about the topic of the application of non plan system. This system removes all existing borders which defines the space of a land on the ground which was predetermined some time in the past, its location and past uses may very well indicate its worth. The non plan system would allow people to reassess its worth to bring in new usage to the land entirely.

The initial idea for the system is to remove the differences in the factors affecting the value of each piece of land such as access points, opportunity potential environmental factors and such to make each land as equal as possible, so there will be no more good or bad land, but land with different qualities.  

In todays world and how it is right now,  lands are determined by their respective border given by the authority,  it is quite difficult trying to implement this system as these lands are mostly owned by an individual, most of them might be strong assets for them, or it might be their only asset and taking that away from them might destroy their wealth.  

Though the idea of the non plan system seems like a great plan which helps remove inequality and promotes some sort of unity to the land as a whole, on the smaller scale there will be many problems that would tear up the community. I feel in the now, lands play an important role that defines a person's wealth, taking it away from one would not be the greatest idea. 

As to implementing the non plan system to the Pura Tanjung Sabtu Site at Terrenganu it would not be able to achieve its full potential as stated in Cedric Price's Article as the site only consist of a small land size. But since it is just a small land with no surrounding building, the non plan system can be implemented in a smaller scale by just removing the border definition of the site so that allows for more design options and also open up the possibilities of exploring different location and positions for possible future extensions and renovations. 

The downside to this is that the surrounding lands would lose their initial value and meaning, especially since they have been around and was partially established back in the years. They would seem to be lying aimlessly on the land with no proper definition to why it has been built there. 

The non plan system has both its ups and downs. Advantage is that it allows for more flexibility for future planning and development, the ease of picking a location of choice is granted. But the Disadvantages are that lands loses its values and historical assets in which tells the story why the land is what it is. To some, the historical value of a land is a very important part of their lives, that is their life story. But it is understandable for a developer to have the need to use lands at their choice to make the right choices for a proper development of the land.
